No, blood cannot have active proteases and nucleases as it will lead to degeneration of blood proteins by proteases and nucleic acid present in WBCs of blood will be destroyed by nucleases and that will ultimately lead to death of WBCs. But blood can have inactive proteases like prothrombin which is activated during blood clotting.
