Ans: The government is formed by the party which is elected in the majority for the Legislative Assembly. According to constitutional provisions the ruling party elects its leader who is known as the Chief Minister i.e. the head of the government. The Chief Minister, with the help of Governor, forms a cabinet which has members of his/her party as mministers. The ministers are allotted with a portfolio. For that particular portfolio the MLAs turned ministers become eligible.
